Hint in a banner exceeding border; How?

I want to creat a hint in a banner ad that exceeds the border of the banner. How can this be done?

...I am setting up a free Internet Hotspot at a local recreational area. I am using a captive portal controlled by ChilliSpot. When the user logs on, I want to display an unobtrusive banner that displays links to local places of interest with the "hint" or "tooltip" extending over the page. The banner will have small squares with icons and the tooltip or hint will expalin the icon.

How can I do this?
